Changes to the ECS Industry Placement card and a new EAL Qualification approved
29 October 26
The ECS Steering Committee, which met on 30 September 2026, has approved:
• Changes to ECS industry placement card; and
• A new EAL qualification
These developments create clearer pathways and help support new entrants into the electrotechnical and fire and security sectors.
Changes to ECS Industry Placement card
The ECS Technical Evaluation Group is a specialist sub-group of the ECS Steering Committee which reviews qualifications, occupations, assessments, card requirements and competence-related proposals. It recommended several changes to the ECS Industry Placement card which the Steering Committee approved.
The changes include:
• Reducing ECS Industry Placement card validity from three years to two years
• Allowing employers to apply for Industry Placement cards through the ECS Employer Portal, subject to the required evidence being provided
• Extending Industry Placement card eligibility to learners completing approved industry placements (for at least 3 weeks) as part of relevant full-time Level 2 and Level 3 Electrical Diploma programmes
This aligns ECS with the latest industry placement model and provides greater support for learners undertaking structured work experience as part of full-time electrical programmes.
New EAL qualification approved for ECS Labourer card
The Steering Committee has recognised the EAL Level 2 Progression in Building Services Engineering (qualification number C00/4169/0) as a JIB/ECS Level 2 electrical theory qualification. This offers a pathway into the electrotechnical industry.
The qualification will be accepted for learners who have successfully completed the full Option B Electrotechnical Systems and Equipment Installation pathway and achieved all required core and electrical units.
It will also be accepted as an entry route to the ECS Electrical Labourer or FESS Labourer card for applicants (subject to meeting all other ECS requirements).
Supporting skills, access and progression
These latest approvals demonstrate continued commitment from the Joint Industry Board (JIB) and ECS to support skills development, improve access to industry and create clear, recognised progression routes for future talent.
Aligning card entry requirements with changing industry needs and recognising relevant qualifications ensures that ECS continues to support employers, training providers and individuals entering the electrotechnical sector.
The above changes have now been made live on ECS systems.
