Underpinning Knowledge Tests approved as entry route to the ECS Experienced Worker card

The ECS Steering Committee has approved the EAL Electrical Underpinning Knowledge and Understanding Tests as an eligibility route for the Experienced Worker card for electricians with substantial industry experience. 

This route, developed with input from The Electrotechnical Skills Partnership (TESP), is strictly limited to experienced operatives who can demonstrate breadth of practical work and meet the established EWA criteria. It does not replace apprenticeships or regulated qualifications, nor does it lower the bar for skilled worker status. Instead, it provides a controlled, time-limited gateway for experienced individuals to evidence Level 3-equivalent theoretical knowledge as part of a structured progression into a regulated EWA qualification. The tests have been specifically designed for those who cannot evidence undertaking a Level 2 theory course, without the need to re-enrol at college.  

ECS has now approved the route for eligibility of an ECS Experienced Worker card, giving individuals the opportunity to be certified while working their way towards full Electrician status and Gold Card. Learners must enrol onto an approved EWA qualification within six months of passing the test, ensuring the route remains tightly governed and outcomes focused. This approach supports workforce formalisation while protecting the integrity of the ECS Gold Card, the Electrician Plus model, and collectively agreed industry standards.

For individuals employed by JIB-registered companies, the EWA is supported by grants through the JIB Skills Development Fund ensuring high standards are matched with fair access.
